Crumble into dust?

Somehow Multitran only wants to tell me other things, but this was the first thing that came to mind. Am I imagining things?

This is from a book about Constantinople.

С другой стороны, всякое новое строительство немедленно обнаруживает неизвестные цистерны, которые в большинстве случаев немедленно засыпаются.

Unless they meant get loaded, but cisterns get filled up rather than loaded as in loading with sand
