Para a construção do Dique 1, a camada de fundação sofreu serviços de limpeza e tratamento, sendo todos os solos moles, orgânicos e soltos removidos e transportados para uma área de bota fora.
Foi realizada uma regularização do acesso à jusante do Dique 1, com o lançamento de uma camada de *** bloco sujo *** e oversize, possibilitando a escavação mecanizada da fundação na região do pé do dique.

This is about access path grading, where a layer of this material was added on top of the original path for leveling, and later paving. I know this material is Earth removed from somewhere else and not anyhow clened, sifted or screened, but I 'm sure there is a usual name for that in the Civil Engineering jargon.
