Согласно этому глоссарию (http://www.uncitral.org/pdf/english/texts/procurem/ml-procur... award относится к заключительному этапу закупочной процедуры, на котором вступает в силу контракт или договор между procuring entity и supplier/contractor. Близким по значению к стороне, обозначенной procuring entity, признается contracting authority. Насколько я понимаю, awarding organisation синоним contracting authority, который переводится как "заказчик" или "организатор тендера". Найти четкое определение термину awarding organisation мне не удалось, хотя он фигурирует в текстах многих контрактов (в основном на тему всяких грантов в сфере образования).
