Yes, this person works with people who can repurpose entire cars, fix, modify, or repaint them and sell them to serve a new purpose. In the first example sentence, cars are used for another purpose. Like Elena said, the vehicle could become an ambulance, limousine, etc.
Cars can also be converted into electric or converted to accept an alternate fuel source, this is more specifically called aftermarket conversion: An aftermarket conversion is a vehicle or engine which is modified to allow it to operate using a different fuel or power source than the one for which it was originally designed and certified to use. An aftermarket conversion can also be referred to as a retrofit or an upfit.

I DON'T THINK that your client means this type of aftermarket conversion or retrofit because they mentioned "fleet." I think it's the first meaning, as shown in the example sentence below.
"Close relation to," implies that it's to another person or business, unlike "well-acquainted with," which can refer to a place, thing, idea, process or person. Fleet mechanics use a converter dolly, which is hitched up to one vehicle to tow another, but he wouldn't have a close relation to the dolly nor its operator without being one himself. In autos and other machinery, there is also a catalytic converter, which is meant to convert exhaust to minimize pollution, but this is too specific.

I mean to say that the difference between a regular conversion and an aftermarket conversion is that the latter involves a change of technology, whereas the former only involves a change of look and purpose.

From a Linkedin resume: Fleet, Export and Livery Manager - Established the fleet and export division. Sold and financed Lincoln Town Cars to limousine converters and customers.
