Как мне представляется, весь данный раздел посвящен закупкам former foodstuffs участником GMP+ у компании, не участвующей в этой программа и, соответственно, не прошедшей сертификацию FSA или FEMAS, GMP Ovocom, GTP and QS -->

This protocol applies to the GMP+ participant that purchases (former) foodstuff intended for use as feed directly from a non-GMP+ FSA (or equivalent) certified food company.

Guidance: Meant is the food company, which is not certified in accordance with GMP+ International or one of the following schemes: FEMAS, GMP Ovocom, GTP and QS.

Поэтому здесь речь идет не о "льготе", а об "исключении из правил", установленных GMP+ International, в которую следует обращаться за соответствующим "разрешением" в каждом конкретном случае.

The GMP+ participant must apply for an exemption for the purchase of former foodstuff. <-> Для производства такой закупки former foodstuff участник GMP+ должен подать заявление об освобождении от выполнения установленных требований.

Участник GMP+ имеет право закупить FF у a non-GMP+ FSA (or equivalent) certified food company только при наличии соответствующего разрешения со стороны GMP+ International.

Guidance: Запрос на такое разрешение можно подать, заполнив форму заявления об освобождении от выполнения установленных требований на веб-портале GMP+ Portal.
