I could translate it as "freight inspection service at the place of origin", or something like that, but I can't find a more concise, set expression, and I'm wondering if there is one.

I believe the term is more commonly known as previo en origen (no S) and seems to be specific to Mexico or for merchandise entering Mexico, please see: El Previo en Origen es la revisión de la mercancía y documentos de embarque en el país de origen. Esto permite no abrir el contenedor en puerto mexicano.
