This is the closest description I can think of. I think all the ex-Soviet republics have phased it out by now; it used to be an addendum to the driver's license that rendered it valid. Back in Soviet times, a traffic violation would earn you a punch in that slip the same way it earns you a penalty point in the database nowadays.
