The difference, I think, is that "scaled" should be used only to indicate a change in scale. So you could speak about an "upscaled" project, if it's been enlarged from original conception, but only ever a "large-scale" project.

As I understand it, they scaled the project; i.e. took it to the next level. I think they're using internet language.

I think the idea in this context is to perform or calculate the amount/mixture of product to be used in the building as a sample.

In this case, the asphalt mixture will be scaled up from laboratory experiment to pavement testing.
Asphalt might seem a mundane subject, but asphalt mixtures with various materials, including plastics, are designed to meet local climate and traffic conditions, which can vary from one place to another down the road.:)
