@ Asker: Context? It all depends what kind of establishment 'Z' is — which you should easily be able to research on the 'Net.
The trouble is, it's all too easy to leap to the assumption that a 'foyer' is some kind of residential centre — for seniors, children in care, disabled persons, young people, etc. etc. BUT it need not necessarily be so: near where I live, there is a 'foyer' that is simply a kind of 'youth centre', not residential at all. Hence the job title are likely to change according to his vital extra context. The fact that his partner is an 'Educatrice' could well, if they work together at the same establishment, further confirm the type of activity: an 'Educatrice' may well be found in a senior care home, home for disabled people, or indeed children's home. But could also be found in other non-residential contexts too.

Hostel or other type of home As there is no context as to the type of home, it's hard to tell, but it could be:

Director of (some kind of) Hostel or Prison or Boarding School or Shelter
Director of Children's Home

Directeur could also be "Principal" or "Founder" depending on the context.

Directeur de Foyer could simply be "Home Director".
