Dynamic (or phased) response: For the maximum impact on health, interventions should focus on immediate problems as well as longer-term objectives. Emergencies are dynamic events, and programmes should take account of this. The problems which arise and the responses needed to address them are not the same immediately after disaster as they will be six months later. The response should aim to meet urgent needs and give time for planning and organising longer-term solutions, building, where possible, on equipment used during the first stage.
