I played against a player who chopped and hacked at every single ball. He could not hit one tennis shot clean. But I was still losing after an hour of playing.

Hi there,! I think you'll find these terms are tennis jargon; although I've never heard the expression "hacked", I take "chopped" as meaning"put spin on" the ball. IIWY, I'd ring my local tennis club and ask for clarification!

He just hit the ball without any style or finesse. Chopped and hacked mean basically the same thing.

Hit a ball wildly

Chop means to move quickly or violently or to change direction suddenly;vacillate
Hack means rough strokes using a sharp tool
So, in this sentence chopped and hacked mean this player hit a ball wildly without any direction and style
