You'd better communicate with your customer, and let them confirm with their Chinese client about it. Only the Chinese client knows what 非中控 stands for, as it is an incomplete expression.

abbr for 中国银行 is 中银，so 中控 is impossible to be abbr of 中国银行。
there are 4 possibilities for 中控：
1）automobile related;
2）automation system related;
3) attendance device related;
4）Fire control related.

now that it's inter-company fund transfer, transaction(s) has/have taken place between the two companies.
is there any other information that can provide some context? I searched on the Internet but no any clue is found.
非中控申请书 is supposed to be an application for procurement of certain products from the other company. if you can know what products they are transacting, you'll know how to translate 非中控……
