Could someone help with this one?
I know my "focused", "customized", etc programs and the derivatives from "purpose". This doesn't appear to be the case - here we are talking a formally defined category of Federal programs and I'm sure there is an official name for this category. The idea behind is that if you work for/under "целевая программа" (the program established by the government for some specific ultimate purpose - as opposed to the rest of the programs they establish just for the heck of it) - you are less likely to unexpectedly loose your funding.
And - please, no Googles. I know any imaginable version can be found there on this one.

: Да, в интернете этот термин встречается очень часто, но в основном на .ru сайтах. Но на мой взгляд, это больше похоже на дословный перевод. Лично у меня Federal Target вызывает ассоциации с ракетными войсками... :)
