Es handelt sich um eine beglaubigte Abschrift von einem Amtsgericht und der Titel des Dokuments lautet "Eröffnungsniederschrift".

Ist der korrekte Fachbegriff in Engl. dazu: "Record of probate proceedings"? oder kann es auch einfach nur "Opening protocol" heißen?

Opening transcript/ minutes

It is a certified copy from a local court and the title of the document is "opening minute".

Niederschrift is something which is written down, or niedergeschrieben, hence a transcript or minutes made or taken down.
