Board of Regents Committee
sorry for the typo!!!
the Board of Regents ovesees public education, including the State Universities.
Higher Education Board Committee/Higher Education Board
Ambos me parecem boas escolhas. A primeira é mais específica e possui menos menções no google, a segunda é mais simplificada e possui mais menções no google.

Committee for Higher Education Teaching Statute

“Estatuto”, on the other hand, speaks for itself and has no translation other than “statute” or “law” (in some cases)!

Sugiro “Committee for Higher Education Teaching Statute”.
A Note on Board of Regents
I understand the responsibilities of a Board of Regents to be broader in scope, not related specifically to teaching. The University of California Board of Regents’ main responsibility is “to set policy and the responsibility of the University administration to implement and carry out policy, which includes responsibility for the day-to-day operations of the University”. As we can see, this has nothing to do with “magistério” per se. “Magistério” derives from Latin “magister”, meaning “teacher”. This word is key to the right translation!
Example Sentence
“… the purpose of prepare teachers with disabilities in this area, taking into account the requirements implemented by the most recent higher education teaching statute in angola.” https://dialnet.unirioja.es/servlet/articulo?codigo=7794071
Alternatively: (Steering) Committee for Teaching in Higher Education. Please note: I found three search results for this and they all point to the Chinese education system.
“A number of our faculty members serve on the Steering Committee for Teaching in Higher Education of the Ministry of Education.” (Cumulus Association)
