Há uma nuance... Construction embargo diz respeito à proibição de construção e suspensão de alvarás.

Mas uma obra/construção embargada (pelo menos em PT-PT) diz respeito à suspensão, paragem das obras quando a obra já está a decorrer. São, portanto, coisas diferentes.

Encontrei o termo em sites sobre o estado de Nova York. Não encontrei termos semelhantes que outros estados usem.

it is an order issued by the relevant authority once any serious event threathens se safety of workers or surrounding buildings.
Construction is thus put on hold until such measures can be taken to remedy the cause of the order or, in extreme cases, construction llicenses are completely withdrawn .
Example sentence:

City building officials told Channel news that a stop work order would be issued shortly afterward.
