Good morning! Here's more of the context:

L'an mil neuf cent quarante et un 138e de l'Independance VIIe de la liberation et de la restauration et le samedi vingt décemore a neuf heures du matin.

I'd just like a confirmation of the Roman numeral after the word "l'Independance". I've seen that the first part of the phrase relates to the 138th year of independence. Please confirm for me: does the Roman numera "VIIe" refer to "Year 7 of the liberation and of the restoration?

I think the VIIe in your source text refers in fact to the seventh year after liberation. The date of your document is in 1941, which is seven years after the end of the US occupation of Haiti (see the Wiki timeline).
