What i want to say is that the the management board is formed by the people (Community) and these community hold the supreme authority through people's consultation.

formed by the people ( who exactly?) - at the hands of doesn't make much sense but it is hard to understand what you are trying to say

I think the asker means "consulting the people" but this is not commonly heard- thanks Bianca!

neutral Armorel Young : a good verb to use but just "vested in the people's consultation" - "in the hands of" adds nothing useful at all

disagree Laurel Porter (X) : Vested in the hands? Mixing metaphors should be avoided. Also, "the people's consultation" wouldn't have hands. Mockingbird should definitely be dropping the "consultation", IMO.
