This method turns an opaque (schemeless) URI such as //templates.tt2.org/config into a filename such as //templates.tt2.org/config.

URI are Uniform-Resource-Identifiers The well known URL are an example of URI. URL have a well known scheme (http://subdomain.domain.tld) The URI in the above don't have this or any other scheme. They are schemeless. The opaque here means metaphorically that they are not transparent. The methode turns the URI into a standard path and filename.

agree Alaa Zeineldine : The scheme being "http" in your example. Other URL's with schemes are ftp://x.y.z, telnet://x.y.x, etc. If a scheme (protocol prefix) is absent, a local file is assumed such as /x.y.x which is the same as the file://x.y.z scheme.
