Specifically, the file contains a letter from the MOU Committee of the Ministry of Transport to GCLT, dated February 5, 2001 (the “Transport Letter”), authorizing GCLT to sign a contract with Belhasa for 100 Volvo trucks in exchange for $10,100,000. (OFF 10897).

What is the meaning of "OFF" here?

To Anna Thanks Anna for your answer, but I don't think it is "offer", because the same word "OFF" is repeated in the same way elsewhere in the document. Regards
