If it changes anything.

They were just evacuating from a sinking ship,
USS Northampton, and sail towards the USS Honolulu,
who offered help a few hours ago.

@ Asker Yes, I hear it that same as Phil as 'lie-to' — presumably, hold the boat's position while their ship sinks... though I'd have thought it would have made more sense to row like mad to the other ship that might save them!

While I agree with Phil and Tony that there is a part in the script "lie to", isn't that before the section/phrase that you actually need. The script I have posted at the end (I cannot be sure of the accuracy) does say "Johnson, flag to." Flag to where?
