Of course is a Belgicism, as Writeaway said. I think they must have counted the 'positieve vordering' (paid too much or already paid) and 'negatieve vordering' (still to be received) together and then made an end-bill.

UNLESS it's got a more financial meaning around régulariser, which I would know nothing about. In any case, it's from the French.
