In the article on page 23 of the linked PDF, the author describes the 3 levels in the Belgian pension system, using the metaphor of floors in a building. The second level consists of pension products organised at company level, i.e. company pensions. The third level consists of pension products aimed at individuals, i.e. private pensions.
