design
This is a comment on design:
Thanks very much for any help.

design culture
I'm not sure if the word proyectual even exists...but it definitely refers to proyecto, which is a plan, project or design. I think design sounds the best of the three

planning oriented mentality
Saludos.

culture of anticipation / anticipatory culture
I'm not sure that anticipation is the right word, but I think it might be along these lines, i.e. this is forward planning, not reactionary culture.

Culture of forward/future planning
...or even science/philosopy/intellectual activity of future planning (in a visionary sense)

Discussion
Just to say that I realise this could be a "project culture" or "planning culture" as well as "design culture".
I originally thought it should be "design culture" but talking to the agency about the word "Proyecto", which is actually the name of one of the subjects that is studied, I started having doubts.
They seem to think that "proyecto" is more about the fact that it is planned/project-managed": "diseño como actividad que proyecta... se refiere a que el diseño no es improvisando, sino q hay un trabajo de... proyecto, planificación", they said.
When I asked them specifically on " cultura proyectual" and asked whether it should therefore be "planning culture", they said "puede ser cultura de planificación... en cast no lo diríamos así, pero si en inglés va bien...".
Maybe that helps you better to help me! :-)
