The bulk insulation may not get dried out well by this method unless the tank is kept hot.

agree juvera : Insulation capacity of these materials increases directly with their thickness.(more bulk, more volume; more insulation)Here it is probably applied as a thick paste to make a structure, like a case for an object to be insulated, hence the need for drying
