Explanation:
IMO and if you look at different office supply websites a "rack" could be a cabinet but also a storing facility that looks more like a shelf or simpler construction (without protective walls), like a clothes rack in a store - with possible translations as "Schrank", "Gestell", "Regal"

To cover all meanings I'd like to suggest something along the lines of
"Ablage- und/oder Aufbewahrungsvorrichtungen für Telekommunikation und Datenträger"
It's a little long-winded but if you don't know exactly if it's really cabinets they manufacture I'd go the extra way
