neutral  Assya Aït Challal: Hi John, it seems that the two words are separate and that each one should be translated apart. It is a kind of a list.

  -> I am not so assure Assya. Because تصريح would be مضاف and حكم would be مضاف إليه . So the translation should be correct. As a matter of fact it's possible to translate it as Verdict only ( My opinion).
