I don't think that "work" will do here as a translation of "intervencion". The reference seems to be to a single idea, concept, or *schema* that was implemented in two different areas.

I throw out the above as a possibility, although I would really like to have more context for intervención, because project may also be an idea.

Then I would probably use project. If this is the entire paragraph on these offices. I am aware that the term "work" sounds a bit wishy-washy in this context, but I don't like the use of action or intervention here.
