Thanks to Mr. Ghazal and Mr. Fayez for their effort. Without them I woudn't have reached this answer.

agree  Abdelmonem Samir: (Edited) I agree with Ehab's suggestion. \\ How did you go about officer in your answer? your suggestion fits with "order of the British Empire" =وسام الإمبراطورية البريطانية But when you add "officer", it becomes من الدرجة الرابعة، بدرجة ضابط، برتبة ضابط
1 hr
-> Yes, it follows the name of the officer, e.g., Abdulmonem Samir OBE

agree  Ehab Tantawy: حامل وسام ضابط الامبراطورية البريطانية(من الدرجة الرابعة) The Order of the British Empire is the order of chivalry of the British democracy. - http://www.constable.ca/obe.htm

neutral  Mohamed Ghazal: The link says وسام (ضابط) الامبراطورية البريطانية which means that it's وسام الامبراطورية البريطانية and officer between brackets is for explanation purposes

-> Allah Akram. Officer is a "rank", it doesn't mean "حامل". What you are saying applies to your own answer above, how did you translate officer? I agreed with Ehab who said "من الدرجة الرابعة", but you totally ignored Officer in your answer :|
