The Mayor or a representative of the Local Authority signs a "Délégation de pouvoirs" document, in the same way that Chairs and CEOs of companies can delegate powers.
I do Civil Registry documents on a weekly basis.
The UK terminology is Superintendent Registrar and Registrar but these terms do not fit the French context, in my opinion.
