I can't exactly put my finger on what is meant here. The CEO of a manufacturing company is talking about the untapped potential of certain markets, such as India, and how they will develop into major consumers over the next five to ten years. He then says:

"Dans de nombreux pays, nous sommes loins d'avoir tout balisé. Les places sont chères mais nous n'avons pas encore atteint un périmètre mature."
