The speaker is talking about the factors to consider when setting-up a new company:

-Beteiligungsverhältnis der Gründungs-Gesellschafter
-Handelsregisterauszüge der Gründungs-Gesellschafter, falls juristische Personen
-Vertreter der gründenen Gesellschafter (Name, Vorname, Zivilstand, Beruf, Wohnadresse, Kanton, Land, Nationalität, Geburtsdatum, Pass-Nummer)
-Bestellung des/der Geschäftsführer

I couldn't find this in any glossary or dictionary. Is this simply "power of attorney" and is "doppelt-gemoppelt"? Does this refer to granting such authority exclusively to an attorney?

Any help appreciated.

I'm inclined to agree with your theory that this is "doppelt gemoppelt". The "Anwalt" part really doesn't add anything that I can see, so you would probably be quite safe to translate this as "power of attorney" or maybe "full power of attorney".

Wait to see what other answerers and/or peer graders opine, but I hope this has been of some assistance.

No, it's not doppelt gemoppelt. A power of attorney is for anyone, often laypersons. In Germany, you retain a lawyer by giving the lawyer a power of attorney. You could also write "Anwalt bevollmächtigen".

I agree with Margaret. "Power of attorney" would simply be rendered "Vollmacht". Yet "Anwaltsvollmacht" refers to a power of attorney entailing special powers which only lawyers by virtue of oath and licensing are able to exercise e.g. administrating a trust account on behalf of several parties.

Selection of legal counsel

You don't necessarily retain counsel, though you could. In any event, you want to figure out who you're going to use.
If it's an AG, you might even say "Incorporation counsel".
