Indeed, and the context that you have already provided was quite clear too. I think you still have to remain as close as possible to the original title of course. The difficulty is that with "hébergement", there is no suggestion of anything reciprocal, no indication of the what appears to be the essential feature of the mutual nature of the contribution. It depends how much freedom you have to move away from the original meaning, which is all about hosting, accommodation, premises. Once you get into the nitty gritty of the agreement, you may find out more about the nature of the reciprocity, but noe of that changes the original title, which doesn't convey anything of that aspect of the agreement.

The fact remains, the original title is as it is and it is silent as to anything contributive. Brings you back to square one in a way. It's a kind of collaborative lease agreement in a way, the consideration being in the form of equipment and staff. Your title nevertheless only deals with the premises aspect and I suppose your title in English should too.

Thanks, Nikki! I do think this will help put me on the right track. It seems like it is an agreement on working together to "establish" (their word) the Platform and then add equipment and expertise from both parties on the premises of X.

I tried playing around with the term "facility" but that would suggest one is providing and the other paying. From what I understand, the arrangement requires contributions from both parties other than financial. The term "mutual" may be useful. As each is pitching in some sort of service (office space, workshop, equipment, staff), but neither selling nor renting them, it strikes me that this boils down to a provision of services. Thus my "mutual services" idea.
There are quite a few instances of this on the web. Maybe this will give some interesting leads for your context.

In this collaboration, X is providing the workspace, means and equipment; Y is providing equipment and staff. Each is contributing something.
Like Robin, I wonder where your term appears. Is it simply the title to the agreement?

From your sample texts it looks like company XXX is assigning premises on its existing site to the joint project, plus equipment and 'moyens', and company YYY is assigning equipment and personnel. It is effectively about XXX "hosting" the project, or about the "hosting" arrangements of the project in general, so I think hosting could apply here. I don't think 'access' works, because it's not just about letting YYY personnel onto XXX's site.
