Palabras clave
I would call them “palabras clave”. There are probably other forms of expressing the idea, but I think the term “clave” fits here very well.

In this talk I’ll introduce a practical model for managing the specialised knowledge students encounter in schools, focusing on the power words that characterize different subjects, the power grammar that relates the concepts encoded in these words to one another and the power composition that organizes this knowledge in texts.

http://vocabulary-vocabulary.com/Power-Words.php
son la verdad detrás de las palabras facultadoras
http://mialmadediamante.blogspot.com/2014_09_19_archive.html

"Estela also took advantage of other resources sent by Susana’s teacher to enhance her daughter’s literacy skills. The teacher sent home an envelope with “power words,” which consisted of **frequently used words written on cards**, such as “why” and “what” so that parents could practice them in sentences with their children."
