This is from the decision of a Mexican Tribunal Unitario (One-Judge Circuit Court). In this section, the judge is reviewing the "agravios" submitted by the prosecution (where the prosecution states its disagreement with the trial court's decision):

Del análisis comparado entre las consideraciones que sustentan la resolución apelada y las motivos de disenso planteados por el representante social federal de la adscripción, citados en lineas precedentes, estos por una parte resultan infundados, y por otra, inoperantes, en consecuencia no cambian la cuestión controvertida.

My attempt:

A comparative analysis of the grounds for the contested decision and the allegations of lower court errors filed by the prosecutor assigned to the district, which are outlined above, shows that such allegations are on the one hand unfounded, and on the other hand, inoperative, and therefore do not change the matter at issue.

My interpretation of it is that an "agravio inoperante" is one that fails to present clear legal and logical reasoning that would refute the grounds of the contested decision. Is there a succinct way to say this in English? Maybe this calls for a literal translation with an explanatory footnote?

Asker: Thanks for weighing in! As Robert says, to me this seems like it would be a good translation for "infundados" but not necessarily for "inoperante."

neutral  Robert Carter: Hi Chris. As I understand it, the court is saying the prosecution's arguments are not only "infundados" (baseless), but also "inoperante" (inapplicable, i.e. irrelevant to the matter under review).
