Re-covering is at the end of the sequence and is the opposite of what is at the beginning of the sequence i.e. "exposing" the faulty weld, nothing to do with the weld itself, it's only about getting access to it and then putting back whatever was on top of it.

It's only what's in between "exposing" and "re-covering" that concerns the faulty weld itself.

With a little bit of detective work (!) the explanation is given in your source text:
"the costs or expenses of exposing, ... and re-covering of faulty welds"
It is referring to the 'making good' required after these defective welds have been exposed; it might be e.g. by removing paint, dismantling panelling, etc. etc., and of course all this has to be properly re-instated afterwards.
