I am translating a Venezuelan birth certificate and am not sure what 'Foráneo' means in this context:

Hello.
In June 15th, 1989, one of Venezuela's districts (Sucre) was split into 3 new districts: Baruta, El Hatillo y Chacao. These were called "foráneos", because they didn't eixist until the original district was split. "Foráneo" literally means "foreign" or "additional" or "new". In Venezuela, due to historical reasons, the word "foráneo" is added to the new district's name as a reminder of its origin. Since it is a part of the name, you can leave it exactly the same without the need to change it, or you can translate that term as "foeign" or "additional".

Asker: Hi manuenri, this is very helpful. Since El Hatillo is a separate 'foreign' municipality to Baruta, I am confused about how to translate 'Foráneo El Hatillo del Mcpio. A. Baruta del Estado Miranda' - how can Foráneo El Hatillo be in the Municipality of Baruta and what on earth do you think the 'A.' stands for? With many thanks for any suggestions.

"Los requisitos para la creación los Municipios que establecía el entonces artículo 15 eran los siguientes:
• Una población no menor de 12 mil habitantes.
• Un territorio determinado.
• Un centro de población no menor de 2.500 habitantes que sirva de asiento a sus autoridades.
• Posibilidad de generar recursos suficientes para atender los gastos de gobierno, administración y prestación de los servicios mínimos obligatorios.

Luego el artículo 19 de la Ley de 1978 establecía que un Municipio Foráneo era aquél que no cumplía con todos los requisitos indicados durante un lapso ininterrumpido de 3 años, y que además fuera así denominado por la Ley Estadal de División Política Territorial. Por lo tanto, la Junta Comunal que el propio texto legal desarrolla bajo la denominación de Junta Municipal era la instancia administrativa y de gestión de ese municipio foráneo."
