From a description of a mortar product from Spain:

Mortero polimérico con el sello sostenible de altas prestaciones para la adhesión y regularización de paneles aislantes de los sistemas XXX y para la rehabilitación de todo tipo de soportes en el sistema XXX antifisuras.

I've found plenty of examples of "regularizar", "regularización", etc., in relation to mortar, concrete, construction, etc.:
e.g.
morteros de adhesión y regularización
Este tipo de hormigón sirve para regularizar o nivelar superficies más difíciles que requieren un producto más versátil que el tradicional. (https://pavex.es/mortero-autonivelante/)
Mortero cementoso, monocomponente, para el pegado y regularización de los paneles de aislamiento térmico de fachadas...

This is clearly not being used in the sense of "legalize", and all examples of "regularization", "regularize" etc., used in this way seem to come from translations of Spanish or Portuguese documents - so I suspect this isn't what we'd normally use in English (and I don't recall ever hearing it).

My best guess is that is being used to mean "make regular", i.e. make level, even, smooth. But then Spanish has plenty of other terms for this (nivelar, alisar, allanar, etc.; see also second example above in which "nivelar" and "regularizar" are used together).

The paragraph heading with Autonivelacion & Regularizacion, I would leave out the second word; in the paragarph 'para regularizar' I would uses 'to level any support'
