Great question, Neil ... in this context of Colombian 'departamentos' (like 'states' elsewhere) and the tax appearing to be a department-level (state) tax -- a sales tax applied at the department level. I'm not so sure about using 'regional' here because regions would normally be considered geographic designations.

Percentage-Based, Department-Level Sales Tax ... or maybe my original suggestion?

My pleasure, Neil. And agreed, 'departmental' may sound a bit odd, at first, especially if the reader is new to the idea Colombia having 'departments,' which is why I think 'department-level' may be the way to go here.
