In my experience, "crédito" can often be translated as "debt claim" rather than a loan. I certainly don't think this text refers to tax credits since: a) It seems to be talking about mechanisms for funding civil service compensation, and b) I don't think Spain had personal income tax back in the 1960s [citation needed, as they say in Wikipedia]. So I'm more inclined to think that the question refers to an accounting entry whereby money is magicked into existence by offsetting a debit item. |
