The picture I have is of a divorce judge 'retiring' to chambers to consider the judgment or 'divorce decree'. We need to know the country and year - the Pope used to grant dispensation to grant Catholic divorces vs. judicial separations in some Spanish-speaking countries e.g. where the wife refused to have children - as civil marriage suggests there had been a religious wedding prior or subsequent thereto.
