I can't work out why he would be asking them to cut up their ID cards? Could this be a typo?

Literally "extract", but should be "provide"


Explanation:
The verb used here is yaqta' (to cut) which is probably a typo that should have been yaqtati' ("to extract", or more accurately "to get an extract"), only one letter missing.

So the idea is "to get an extract" of the "personal card" from the relevant authorities (civil service) and put it in a green map along with the other documents.

This looks to be a Saudi case where they have this "personal card" (bitaqa shakhsiyyah). Note that this is not the same as an ID (bitaqat at-ta'rif).
