I don't know why they've chosen this particular form of words, but it sounds exactly like a power of attorney to me. A literal translation sounds weird.

A power of attorney is an authorisation to administer something on behalf of something else, hence "administración". "Disponer" has a similar meaning - the idea is "to arrange". These two terms don't add anything to the meaning - you just need to say power of attorney.

neutral  Robert Carter: No, that's not right. I've read enough of these to know that they're granted for different purposes, why else would they be qualified as "general" and "special"? Some are specifically for management, for litigation and collection, for labor suits, etc.
