Ho trovato "secretary of state" in due occorrenze:
"Affiliated states must form a non-profit either a 501c3/ 501c4 for the sole purpose of promoting the sport of padel with the secretary of state."
"The state member association must also be in compliance with the secretary of state and in good standing."
Come lo tradurreste? Per noi italiani il "segretario di stato" è l'equivalente del ministro degli esteri. In questo caso si tratta di un'altra figura: ogni stato ha il proprio "secretary", e il suo ufficio si occupa di questioni che riguardano società, elezioni, apostille, ecc.
Ho paura che una traduzione letterale farebbe giustamente pensare al "ministro degli esteri" e risulterebbe alquanto strana.

Potrei sbagliarmi ma non mi risulta che il segretario di stato in Italia sia equivalente al ministro degli esteri. Forse è il Ministro degli esteri che in quanto tale è un segretario di stato :-)
