English term or phrase: Notary Public
"The public document has been signed by a notary public."

Hi there. This sentence is a part of an apostille. My question is the following: "notary public" 's equivalent in Russian is just "нотариус" or "государственный нотариус"? I have doubts since in America there is no such a thing as a "private notary". Many thanks.
