Source text (from a patent application on interactive TV systems):

For handling payments to *action user responses* the Transaction Management System is linked to a banking system. The Transaction Management System may send signals to other functions of the system such as a third party fulfiment centre so as to *action user responses*, for example to fulfil purchases or issue prizes.

I'm rather puzzled as to meaning of 'action' in this context. In the first instance where the term is used, I get the impression that 'action' is being used in the same way as the Dutch term 'actie' in kortingsactie, reclame-actie, for example. As far as I know that would be rather unusual, to say the least.

In the second instance I almost get the impression that 'action' is being used as a verb ("to action something or other"), which I would find rather strange.

Unlike many patent applications, this document as a whole is fairly well written, so I'm not directly inclined to put this down to typo's or just another one of those weird linguistic constructions used by patent attorneys who are not really familiar with English. Any help would be greatly appreciated!
