just had new thoughts (on same line as yours), but first I'll respond: ownership and ownership meant as entitlement (or at least tried to express so); and yes titular is that and more; Now on my second thoughts and not in disagreement with you: after reading entries and answers and further thought, and understanding that ownership in this case might be incorrect y bastante feo, not to mention that William doesn't like the use of it, plus FVS comments on my entries, I now think that it should be: INCUMBENT body/s = governing body as Adriana suggested?

I discover that titular also means 'official' so here it probably means official body or something akin.

That would be the big Collins Span-Eng. A meaning I had never realized, and used as an adjective.

Its hard to see who is owning what here. It concerns the idea of an "electronic office" for bureaucratic Public Administration procedures, Spanish law has now established this as a right - ie you supposedly have the right to demmand that your local council or whoever allows you to renew your property tax or what have you on line
