If I decide to work or not with a client doesn’t depend on the country of the origin, but on the fact that he/she accepts my rates and my payment terms...

Didn't we already have a very similar poll a few weeks ago?

All poll topics are repeated at least there times, that's not news.
Not sure how we can "vet" them, do we have a filter to do so? Don't think so. I am with what Teresa said.

I no longer apply for jobs these days, but if I did, there are many countries I would give a wide berth.
First up is the good old USA, mainly due to archaic and costly payment practices. Then, I'd be similarly reluctant to deal with outsourcers from the subcontinent of India and further afield in that easterly direction, simply as a precaution because it's too far away to "send the boys round" if they stiff you.
The same goes for Central and Latin America, and Africa as well.
Unfortunately, yes. Clients from certain countries have a tendency to pay low rates (if they pay at all), so I save myself the hassle of replying to requests from those countries just to receive an insulting counteroffer.
Apart from that, I am also simply not too keen on working for clients from time zones far ahead of my own. A US client of mine employs project managers in Thailand for a certain end-client, which leaves me very little time to communicate with them if there is anything to ... See more Unfortunately, yes. On top of what Alex said, clients from certain countries have a different work ethic, sometimes demanding speed over quality, or expecting you to reply and work weekends or even nights. I'm here to make my life easier, so I do have to 'vet'.

Do you avoid applying for jobs with outsourcers coming from certain countries?

The US because payment is a problem
India because rates are too low
China for the same reason
One particular middle eastern country that thinks it's a European democracy (you know which one)
Spain because potentially the client may claim that I will need to pay tax in Spain, thereby wasting my time
Countries that have never sent me work include:
Anywhere in Latin America
Canada
Anywhere in Africa

Might that be the one I'm hailing from? If so, you'll be pleased to know that any pretensions to European style democracy have long since been abandoned (decades ago in fact), but if you're referring to the other country that's currently busy bombing the shit out of people, I'm not sure about their style of government.
Isn't this question 'racist' or something? Surely we aren't supposed to name countries or people from certain parts of the world, lest we are accused of 'stereotyping'?

I don't vet individual countries because I have a very simple policy of only working in the Eurozone because I don't want to faff about with exchange rates and I don't have the energy to chase faraway clients for payment.
That might be considered pre-vetting?
And yes, the question is almost guaranteed to solicit answers that people could get offended over.

We all stereotype. It's quicker.

All of my clients are based in Europe and my efforts to obtain clients outside of Europe equal zero. I believe that alone protects me from a lot of potential problems and also elimintates the need for 'vetting'.
I've always found it weird anyway that a US or Indian or Egyptian agency offers translations into Dutch.
