أرى بكل تواضع أن هناك فعلان أساسيان ومحوريان في الشطر الأول من هذه الجملة ينبغي ألا نغفل أو نسقط أحدهما، الفعل الأول تقرر والفعل الثاني إحالة، وقد يكون الفعل الثاني على نفس درجة أهمية الفعل الأول، والفعل "إحالة" هنا وفي هذا السياق فعل معروف ومهم ومحوري جدًا يعني "منح" أي

I would say most of these contracts and legal terms were translated from English to Arabic many time.

So if you would want to translate "the awarded bidder/contractor" then it will be :
المناقص الذي تقرر احالة العطاء عليه
Or it will be :
المناقص المحال عليه العطاء
