“Planes landing, sitting on your runway and at the terminals are handled by the pilots, which we would compare during this training to permit acceptors.
Each plane is not allowed to land at your airport (in our analogy it would be your plant) unless they are permitted to do so.
They cannot land unless it is safe to do so and this is determined by the Air Traffic Controllers, which we would compare during this training to you as permit issuers.
Their role is to provide the *independent eyes and mind* through which they verify the job to be permitted is clearly scoped out, hazards and control measures identified, and the people involved understand what they must do and the limitations.
